Look at the text log. Resting doesn't cure it, resting cures part of it. For example, if you're missing 5 strength, resting once might restore 2 STR (i think it's a roll) and so you'd have to sleep twice (or more) to get back to normal STR level. Yeah, the "permanent" modifier is a little unclear.
