The problem with a lot of weapons like the Burston in its normal mode is that it generally only kills one enemy at a time (or maybe a couple more with punch-through), and that's just super inefficient (and sometimes, ineffective) for a lot of what you need to do in Warframe, which is lay waste to dozens of enemies.

Sadly, its damage per bullet is less than that of Grakata. Works great at lower levels, but it's a deceptive bullet hose because overall damage is low and the augment basically compresses the burst into one shot.Burston Prime's base damage is too balanced for that (impact, puncture and slash are too close to each other). The Burston Prime is one of the best guns in the game. It's well rounded. If you can get past the burst fire feature. It's not the most suitable for long range play. Adding heavy caliber kinda kills the accuracy. The gun becomes more of a short range to mid range weapon with heavy caliber.

If you really like the Phenmor though, Burston Incarnon, Braton Incarnon, would probably be most similar. Latron Prime Incarnon is also really really strong, and probably more powerful in the eyes of many, than the Burston and Braton, however it fires bouncy projectiles. A lot of damage, but different from the Phenmor.The real reason is that it's a lot easier to get large amounts of damage than it is multishot, or crit damage. The downside is meaningless for the burston incarnon, since incarnon forms don't get affected by ammo stats.
