The Talios has much, much higher damage, penetration and mitigation stats. Plus the ship ability (the damage buff vs Borg) is higher on the tier 1 Talios than a tier 9 Vidar. Adding the Lower Decs crew and using the remaining below deck crew slots to pad out the stats on the Vidar, its still not as good as a that tier 1 Talios.
