For clarification In my case, just running PowerShell with a "normal" user, but selecting "as Administrator" did not help. I literally meant: Start the windows-session as local Administrator.

okay - that’s working. Strange through. And I had a similar problem with my spotify app - which thought I was not a paying customer. In both cases, delete and reinstall did the job.
