The general consensus is to use SMIM as a base and then let mods with more specific textures that you want to overwrite SMIM. Considering the water issues in SE, id probably let real waters win. tldr : at the bottom. If it's the only retex mod then put it at the bottom or top no diff. If your using SMIM (static mesh improvement mod) place Noble after Smim and get the Smim patch for Noble.
