The pops themselves are not fanatic purifiers. The difference is important, both for roleplaying decisions (like this one) and game mechanics. Anything that changes the regime will replace the fanatic purifier government with something more palatable. At worst, the individual pops are disproportionately likely to have the xenophobe ethic.

Murder a couple things, grow, repeat. It also works for mid game, i checked. But you have to tweak "a couple" to "a couple more". Rush Alloys, build as large a fleet as possible, murder your nearest enemy. Then start getting some tech rolling for better and bigger ships. Focus military and eat neighbors early.
