Equip something onto that gun. Start it, back out, restart the game. Equip the actual gun you want to customize. Restart the game. Create the gun you want and see if it loads with it. To test if is starting to work just equip a gun skin in the beginning and see if your character is holding it in the load screen.

I started the game with primary insured weapon (ISO Hemlock) in slot one, contraband SMG in slot 2. The game loaded with nothing usable for primary weapon : note, not even fists. I can switch to second weapon but what the video doesn't show is that it's also not possible to un-equip that second weapon back to fists/nothing. So like game ago i found new bug , it makes your insured weapon as contraband and your insured slot is still on, all you need to do is make your insured weapon go for the backpack weapon slot and done. Then you just do classic 10+weapons bug and you are done. I hope it helps. My insured weapon loads in, but is missing its camo and extended magazine I pick up a cool gun with nice camo, then by the end of the match it reverts to plain colors, no camo. Bug. Issue: Equipping a base gun from the insured slot seems to work fine. As soon as you go to the gunsmith and add attachments and try to equip, it kicks you back to the main screen.
