I also want to note that while some different forms of the same weapon are in this tier, this is done intentionally. These are often so close in quality that a different tier doesn’t make sense.

In Warframe weapon can be considered great if it has either HUGE raw DPS, good crit potential or good DPS+utility. Burston Prime has some utility (it heals with syndicate aigment) but has no crit potential and it's raw damage is not that awesome.
