Well, technically my Izanagi build is a high mag persona. He naturally gains pretty high mag stats, and I offset it a little by making sure he doesn't put anything into Luck. With Godly Robes, he'll easily reach 99 for mag and Str while En and Ag could both at 76 (not including arcana chances).

You CAN overpower the lower tier Personas but it takes some creative fusing and a lot of grinding.
