I believe it starts at 3 & with the upgraded we are allowed to carry 7. Can go to a General store, Tailor or your camp & you can setup & save your custom outfits to your horse. 2.

On regular saddles you can see them by pressing right thumbstick when in the stable. They have between 12-18% instead of the crafted ones 20 -26%. With the crafted ones you have to exit the stable and enter the menu as ladythorborg mentioned to see the stats. Crafted saddles do not have stirrup options on the other hand.
