As PMC its easy - shoot all that moves (or hide). As Scav ylu have to learn how are scavs looking. AI scav will not shoot you, player scav might. When you play as a scav just shoot no one. Later on you can try to kill some raiders or rogues, but the best way to play early on is to run away and extract with any shit.
