EU servers yes ( you can use a vpn like protonvpn to connect to a lobby and disconnect afterwards ). i recommend you check out the boiii client tho. Use the t7 community patch and play in eu servers, tdm and domination is pretty active. T7 Custom Patch is good if you just want to play regular BO3 or BO3 with friends with some improvements.
