Keep that cross shaft oiled with good penetrating oil. It doesn't take long for it to get stiff. Also, take a good look at the shaft itself. They can get worn and sloppy. The keyed end that enters the governor tends to wear and have some slop. When the governor calls for more fuel and turns the shaft, the carb doesn't move due to the wear / slop.
