unscrew the 2 torx screws holding the horn switch connector. (this is the connector that is NOT connected to the airbag) peel the center rubber wheel center back, and remove the horn pad. it's just a pressure switch. these things are sticking from the factory.
If Yes, Try cleaning the bolt with ground wire in the passenger side firewall. I can't exactly remember if wiper fluid pump, hazard and wiper motor shares the same ground with the horn.
